Small, Medium and Micro Enterprises (SMMEs) play a significant role in promoting local economic development, employment creation, and environmental sustainability in South Africa. SMMEs in the waste industry contribute to waste collection, recycling, and resource recovery activities that support the transition towards a circular economy. Despite their importance, many waste management SMMEs face challenges related to limited financial support, regulatory compliance, and restricted access to economic opportunities. Local governments are expected to create an enabling environment through enterprise support initiatives and appropriate regulatory frameworks. This study examined the role of local government support and regulation in the development of waste management SMMEs in King Cetshwayo District, South Africa. Guided by an interpretivist paradigm, the study adopted a qualitative research approach. Data were collected through semi-structured interviews with municipal officials and waste management SMME operators and analysed using thematic analysis. The findings reveal that municipal capacity-building initiatives, including business development support, training programmes, and facilitated access to procurement opportunities, enhance the sustainability of waste management SMMEs. Nevertheless, bureaucratic administrative procedures, fragmented stakeholder collaboration, limited financial support, and complex regulatory requirements continue to constrain enterprise growth. The study recommends strengthening municipal support programmes, simplifying regulatory procedures, and improving access to financial and technical assistance to enhance the sustainability and competitiveness of waste management SMMEs.
